Why An Unused Well Is A Problem, Not Just An Eyesore

An abandoned well is a straight pipe from the ground surface into the aquifer that supplies drinking water — yours and your neighbors'. Once the pump is gone and nobody is watching, that pipe takes in lawn chemicals, septic seepage, fuel and stormwater and delivers them below the natural filtering layers of soil. That is why Florida does not let you simply cap an unused well and walk away: it has to be filled from the bottom up with cement grout by a licensed contractor, under permit. It is also a physical hazard — an open or partially collapsed casing on an Acreage lot is a genuine danger to children and animals.

When abandonment is actually required

The rule of thumb: if a well is no longer in use and is not being maintained for future use, it has to be properly abandoned. In practice these are the situations we get called for:

You drilled a replacement well. The old one has to be plugged. This is the most common case, and it is the one most often skipped — we regularly find a decades-old well sitting untouched 20 feet from a new one.

You connected to municipal water. Switching from well to city service generally requires the old well to be abandoned, particularly where there is any possibility of a cross-connection with the public supply.

You are selling, refinancing or permitting. Unplugged wells show up on surveys and inspections and become a closing condition. Getting it done properly with documentation is far faster than arguing about it two days before closing.

The well failed and will not be replaced. Collapsed casing, silted in, dry — it still needs to be plugged, arguably more urgently, because a damaged casing is the easiest path for contamination.

How proper plugging actually works

There is a difference between "we capped it" and abandonment to code, and the difference is entirely in what is inside the casing.

First, everything comes out — pump, drop pipe, wiring, and any debris or obstruction that would prevent the well being filled continuously. If a well has collapsed or something is stuck downhole, that has to be dealt with rather than grouted over.

Then the well is filled with neat cement grout, placed from the bottom upward through a pipe, so grout displaces the water rather than falling through it. This is the part cheap work gets wrong. Dumping dry cement or gravel down a wet casing leaves voids and bridges — the well looks plugged from the surface while remaining an open channel below. Bottom-up placement is what makes the seal continuous.

Finally the casing is cut off below grade and the surface restored, and the completion report is filed. That report is the thing you will actually need later, at a closing or a permit review.

What it costs and what drives the price

Most residential abandonments in Palm Beach County land between $900 and $2,500. Three things move that number:

Depth. Grout volume scales with depth and casing diameter, so a 60-foot irrigation well and a 160-foot potable well are not the same job.

Casing condition and obstructions. A clean, open casing is straightforward. A collapsed casing, or a pump seized in place that has to be fished out, adds time and equipment.

Access. If a grout truck cannot get near the well, material has to be moved by other means.

Bundled with a new well on the same visit it is cheaper, because mobilization is shared. If you are already planning a replacement, do both at once.

The paperwork is the point

Homeowners are often surprised that the deliverable here is largely documentation. The physical work is usually a single day. What you are buying is a permitted, inspected abandonment with a completion record that satisfies the county, a title company, a lender or a building official.

Keep that record with your property documents. We have been called out to plug wells that were, in fact, plugged years earlier — the work was done and the paperwork lost, so the homeowner had to pay again to prove it. Documentation is cheap insurance.
